SAFR operates as a distribution infrastructure platform for Hajj and Umrah services. Access to the platform is restricted to licensed travel agencies and tour operators in good standing with relevant regulatory authorities.

All transactions conducted through SAFR are governed by the specific contract terms between the agency and the respective supplier. SAFR facilitates allocation management and provides operational infrastructure but does not act as a party to these transactions.

Agencies are responsible for ensuring compliance with all applicable regulations, including but not limited to Ministry of Hajj and Umrah requirements, consumer protection laws, and data protection regulations in their jurisdiction.

All allocations available through SAFR are backed by formal supplier contracts. These contracts define capacity, pricing, validity periods, service-level agreements, and penalty structures.

Agencies requesting allocations commit to the terms specified in the underlying supplier contract. Confirmed allocations create binding obligations as outlined in the contract documentation.

SAFR maintains records of all allocation requests, confirmations, and utilization for audit purposes. These records are available to agencies through the compliance module.

SAFR processes agency and passenger data solely for the purpose of facilitating allocation management and regulatory compliance. Data is handled in accordance with applicable data protection regulations.

Agencies remain data controllers for passenger information and are responsible for obtaining necessary consents and providing required disclosures to end travelers.

SAFR implements appropriate technical and organizational measures to protect data integrity and confidentiality. Access to sensitive information is restricted to authorized personnel and verified suppliers.

SAFR operates in accordance with requirements set forth by the Ministry of Hajj and Umrah and other relevant regulatory bodies. All suppliers undergo verification to confirm compliance with licensing and operational standards.

Agencies using the platform must maintain valid operating licenses and provide updated documentation as required. SAFR reserves the right to suspend access for agencies that fail to meet compliance requirements.

The compliance module provides tools for managing regulatory documentation. However, agencies remain responsible for ensuring completeness and accuracy of submitted materials.

SAFR provides infrastructure for allocation management but does not guarantee service delivery by suppliers. Agencies should review supplier SLA metrics and contract terms when making allocation decisions.

In the event of supplier non-performance, recourse mechanisms are defined in the underlying supplier contract. SAFR will cooperate with resolution efforts but is not liable for supplier failures.

Force majeure events, regulatory changes, or unforeseen circumstances may affect allocation availability. SAFR will make reasonable efforts to communicate impacts but cannot be held liable for events beyond its control.
